{"id":11613,"date":"2017-05-23T15:03:35","date_gmt":"2017-05-23T19:03:35","guid":{"rendered":"http:\/\/www.mpppst.gob.ve\/mpppstweb\/?p=11613"},"modified":"2017-05-23T15:03:35","modified_gmt":"2017-05-23T19:03:35","slug":"el-nuevo-dicom-convenio-cambiario-38","status":"publish","type":"post","link":"https:\/\/www.mpppst.gob.ve\/mpppstweb\/index.php\/2017\/05\/23\/el-nuevo-dicom-convenio-cambiario-38\/","title":{"rendered":"El nuevo DICOM (convenio cambiario 38)"},"content":{"rendered":"<p>MPPEF<\/p>\n<p>En el contexto de la Agenda Econ\u00f3mica Bolivariana, a trav\u00e9s de la l\u00ednea transversal \u201cCaptaci\u00f3n, Creaci\u00f3n, Administraci\u00f3n y Asignaci\u00f3n de Divisas\u201d, el presidente Nicol\u00e1s Maduro orden\u00f3 la implementaci\u00f3n del nuevo Sistema de Divisas de Tipo de Cambio Complementario Flotante de Mercado (DICOM) con la finalidad de convertirlo en un instrumento eficiente, racional y transparente de adjudicaci\u00f3n de divisas.<\/p>\n<p>El nuevo DICOM surgir\u00e1 de una subasta, en la que compradores y vendedores de divisas har\u00e1n sus posturas de demandas y ofertas directamente en la p\u00e1gina <a href=\"http:\/\/www.dicom.gob.ve\/\">www.dicom.gob.ve<\/a> donde un sistema econ\u00f3mico\/inform\u00e1tico autom\u00e1ticamente adjudicar\u00e1 las divisas y determinar\u00e1 el tipo de cambio vigente, el cual ser\u00e1 el menor precio propuesto por los demandantes de divisas que resultaren adjudicados; es decir, el valor marginal sobre las demandas adjudicadas.<\/p>\n<p>Es importante se\u00f1alar que los compradores pagar\u00e1n por cada divisa el precio que propusieron. Asimismo, el tipo de cambio vigente ser\u00e1 el precio que recibir\u00e1n los oferentes de divisas que participan en la subasta<\/p>\n<p>Con el objetivo de evitar ataques especulativos, el DICOM fluctuar\u00e1 dentro de dos l\u00edmites, inferior y superior, que ser\u00e1n definidos por el BCV con base a un sistema de bandas m\u00f3viles monitoreadas, las cuales se ajustar\u00e1n peri\u00f3dicamente en repuesta a la evoluci\u00f3n de variables fundamentales de la econom\u00eda.<\/p>\n<p>El sistema de subastas estar\u00e1 compuesto por una subasta ordinaria y una subasta de contingencia. La primera estar\u00e1 abierta a todos los sectores y la segunda se activar\u00e1 cuando la subasta ordinaria, por un exceso de demanda u oferta, no logre asignar las divisas demandadas por debajo del precio superior o por encima del precio inferior de la banda establecida.<\/p>\n<p>En este caso, se suspende la subasta ordinaria y se pasar\u00e1 inmediatamente a una subasta contingente, que resuelve el desequilibrio entre demanda y oferta<\/p>\n<p>en forma absolutamente transparente y \u00e1gil. En esta subasta contingente continuar\u00e1n participando los oferentes y aquellos demandantes para bienes predefinidos como prioritarios, atendiendo los quince motores productivos y el Plan 50.<\/p>\n<p>Tanto en subasta ordinaria como en contingencia se prev\u00e9 un m\u00ednimo del 10 % del monto total subastado para atender requerimiento hasta por un monto m\u00e1ximo de 2.000 $ anuales por cada persona natural, quienes deben tener cuentas aperturadas bajo lo establecido en el Convenio Cambiario N\u00b0 20. Este requisito deben cumplirlo igualmente las personas jur\u00eddicas, quienes podr\u00e1n adquirir mensualmente el equivalente al 30% del ingreso bruto promedio mensual actualizado declarado en el Impuesto Sobre La Renta del ejercicio fiscal inmediatamente anterior, hasta un monto m\u00e1ximo equivalente de 400.000 USD.<\/p>\n<p>El Sistema de Divisas de Tipo de Cambio Complementario Flotante de Mercado (DICOM), ser\u00e1 administrado, regulado y dirigido por el Comit\u00e9 de Subastas de Divisas, \u00f3rgano integrado al Banco Central de Venezuela con autonom\u00eda para el ejercicio de las funciones establecidas en el Convenio Cambiario correspondiente.<\/p>\n<p>Con este sistema transparente y flexible, libre de intervenci\u00f3n humana, lograremos blindar el sistema cambiario frente a la especulaci\u00f3n, estabilizaremos el tipo de cambio gracias a un mecanismo \u00e1gil que incentivar\u00e1 la repatriaci\u00f3n de d\u00f3lares al pa\u00eds y pondremos las divisas al alcance de los empresarios-unidades de producci\u00f3n que est\u00e9n al servicio del desarrollo econ\u00f3mico y el bienestar social de la patria.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>MPPEF En el contexto de la Agenda Econ\u00f3mica Bolivariana, a trav\u00e9s de la l\u00ednea transversal \u201cCaptaci\u00f3n, &hellip; <a title=\"El nuevo DICOM (convenio cambiario 38)\" class=\"hm-read-more\" href=\"https:\/\/www.mpppst.gob.ve\/mpppstweb\/index.php\/2017\/05\/23\/el-nuevo-dicom-convenio-cambiario-38\/\"><span class=\"screen-reader-text\">El nuevo DICOM (convenio cambiario 38)<\/span>Read more<\/a><\/p>\n","protected":false},"author":25,"featured_media":11614,"comment_status":"closed","ping_status":"closed","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[82,163],"tags":[249,222],"yoast_head":"<!-- This site is optimized with the Yoast SEO plugin v22.5 -
