En estos per\u00edodos hay una ley general y esa ley es la de la Planificaci\u00f3n, pero con una caracter\u00edstica importante, al momento en que se produce la planificaci\u00f3n el hombre es capaz por primera vez de violentar leyes econ\u00f3micas y de ir cre\u00e1ndolas. Es decir, el hombre llega, todav\u00eda en una forma embrionaria, al estado aquel que quer\u00edan Marx y Engels, a ser capaz de construir su historia.\u201d (P. 342)<\/span><\/p>\n<p style=\"text-align: justify; line-height: 115%; background: white;\"><span lang=\"ES\" style=\"font-family: 'Arial','sans-serif'; color: #282828;\">La pasada semana la Asamblea Nacional Constituyente aprob\u00f3 por unanimidad el Plan de la Patria 2019-2025 y la Ley Constituyente del mismo, con lo cual se cumple con el mandato constitucional que establece que el Presidente de la Rep\u00fablica debe \u201cFormular el Plan Nacional de Desarrollo y dirigir su ejecuci\u00f3n previa aprobaci\u00f3n de la Asamblea Nacional (art. 236 numeral 18). Dem\u00e1s est\u00e1 decir que dado el desacato en que se encuentra la Asamblea Nacional y teniendo en plena actividad a la plenipotenciaria ANC, debe ser esta qui\u00e9n apruebe el plan de desarrollo nacional del sexenio.<\/span><\/p>\n<p style=\"text-align: justify; line-height: 115%; background: white;\"><span lang=\"ES\" style=\"font-family: 'Arial','sans-serif'; color: #282828;\">El Plan de la Patria es un plan que trasciende un per\u00edodo de gobierno y las fronteras venezolanas, sus cinco objetivos hist\u00f3ricos y su estructuraci\u00f3n -formulados directamente por el Comandante Ch\u00e1vez- lo dotan de un alcance hist\u00f3rico para las pr\u00f3ximas d\u00e9cadas de este siglo y de una visi\u00f3n universal, pues, se trata de derrotar el capitalismo-imperialismo y edificar el Socialismo, objetivos que van m\u00e1s all\u00e1 de un per\u00edodo presidencial y es de car\u00e1cter planetario.<\/span><\/p>\n<p style=\"text-align: justify; line-height: 115%; background: white;\"><span lang=\"ES\" style=\"font-family: 'Arial','sans-serif'; color: #282828;\">El Plan de la Patria 2019-2025 es la continuaci\u00f3n del plan del Comandante Ch\u00e1vez (su testamento lo llama el presidente Maduro) para esta fase de la revoluci\u00f3n, es el plan para el Nuevo Comienzo al que nos convoca el camarada Presidente, en funci\u00f3n de construir la Venezuela pr\u00f3spera, la Venezuela potencia que so\u00f1aron Bol\u00edvar y Ch\u00e1vez. En su elaboraci\u00f3n participaron millones de hombres y mujeres que formularon m\u00e1s de 3 millones de propuestas en decenas de miles de asambleas en los primeros meses de 2018 y fue aprobado por el pueblo el 20 de mayo de 2018; cuando elegimos Presidente de la Rep\u00fablica a Nicol\u00e1s Maduro, tambi\u00e9n aprobamos con ese voto el Plan de la Patria 2019-2025. La ANC no hizo sino obedecer el mandato del pueblo.
